Peter C. Brown

Peter C. Brown is executive director at the Institute for Behavioral Healthcare Improvement.

Mr. Brown has worked collaboratively to organize IBHI since late 2004. Peter Brown was Deputy Commissioner of the New York State Office of Mental Health from May 1995 until July of 2004. Previously, he was Deputy Director of the New York State Division of the Budget and spent 26 years working for the New York state legislature. His 40 year career in state government included experience at the senior level in both the legislative (Assistant Director, Assembly Ways and Means staff) and administrative branches. As the Incident Commander for the Office of Mental Health he was responsible for implementing the training of staff throughout the agency in the Incident Command System. He was responsible for organizing and operating the OMH Emergency Operations Center from its beginning on September 11, 2001. He is a graduate of Colgate University and holds a master’s degree in Political Science from the State University of New York at Albany Graduate School of Public Affairs.
